Heating and Cooling Work in New Hamburg: Permits, Heritage and Floodplain Checks

About 125 buildings on 11 streets of New Hamburg's historic core sit in a heritage conservation district bounded by Boullee Street and the River Nith, so the address decides whether the Township of Wilmot's Heritage Permit rule for exterior alterations applies to the work. Much of the downtown also lies in the Nith River floodplain, where the Grand River Conservation Authority amended its regulated area mapping for New Hamburg in 2021.

What to Check for a New Hamburg Property

01

Equipment swaps, fire separations and the HRV certificate

Where a Township of Wilmot building permit is issued, inspections are requested from the Building Division at least one business day ahead, before 4 pm, quoting the permit number, address and type of inspection. For a new home, addition or accessory apartment where a heat recovery ventilator has been installed, the Township requires an HRV balance certificate before occupancy. The Township's permit page does not say whether replacing a furnace, air conditioner or heat pump needs a permit. Its list of projects that need a permit does include any alteration or new opening in a fire separation or fire-rated assembly for services, which can apply where new duct or vent runs pass through one. Ask the provider to confirm the permit position with the Building Division, or ask the Division yourself, before equipment is ordered.

02

Nith River regulated area and gas service changes

Before any digging or new structure at a New Hamburg address, check whether the property falls in the Grand River Conservation Authority's regulated area using its Map Your Property tool. In a regulated area, the GRCA counts site grading, placing or removing material, and placing a structure of any kind as development that may need a GRCA permit, in addition to a Township building permit. That makes a ground-source heat pump loop worth raising with the GRCA early. For a propane or oil to gas conversion or a new gas fireplace, the Township refers owners to Enbridge for approval requirements on new or modified gas services, and the gas work itself needs a TSSA-registered contractor using certified gas technicians, which the provider should confirm.

03

Outdoor equipment in the New Hamburg Heritage Conservation District

The Township publishes a boundary map of the district, and two commercial buildings inside it, the Waterlot and the Hamilton Bank Building, are also individually designated under Part IV of the Ontario Heritage Act. Besides the district rule above, the Township requires a Heritage Permit for an alteration to a Part IV designated building that would affect its designated features. Its heritage page does not name outdoor condensers, heat pump units, wall vents or line-set openings. For a property inside the boundary, ask the Planning Division, which coordinates heritage approvals, whether the planned outdoor unit or vent counts as an exterior alteration before equipment is ordered, and allow for a permit application if it does.

Before You Submit

Details to Include in the Request

  • The street address and postal code, so it can be checked against the Township's New Hamburg Heritage Conservation District boundary map and the GRCA's Map Your Property tool, and whether the building is a Part IV designated heritage property.
  • Whether the job adds or changes a gas service, such as a propane or oil to gas conversion or a new gas fireplace, since the Township refers owners to Enbridge for gas service approval requirements.
  • The equipment to be installed or replaced, and whether the work is part of a new home or an addition, which can bring the Township's Ventilation (HVAC) Design Summary and EEDS forms, or adds a wood stove or wood-burning fireplace, which is on its permit list.
  • Whether new duct or vent runs will pass through a fire separation or fire-rated assembly, since the Township lists alterations and new openings in one among the projects that need a permit.
  • Any planned digging, such as a ground-source heat pump loop. The Township advises contacting Ontario One Call at least 5 business days before you dig, and a GRCA permit may also be needed if the address is in a regulated area.
